The EastWest Institute is pleased to invite you to a policy roundtable with Ambassador Robert Grey, Jr. and Mr. Stephen Rademaker on the Comprehensive Nuclear Test Ban Treaty (CTBT). EWI recently published a report on the CTBT, assessing the technological and political environment for CTBT ratification in the ten years since the U.S. Senate first considered—and rejected—the treaty. The roundtable discussion will focus on the current political prospects and challenges for the ratification of the CTBT in the United States. The CTBT is widely considered a key component of the global nonproliferation regime. The U.S. Senate rejected it in 1999 in part because of concerns that it would not ensure compliance by other states and that it would prevent the U.S. from maintaining the safety and reliability of its nuclear arsenal. Ten years later, as EWI noted in the report, both the technological and political environments are markedly different. This meeting will focus on the political possibilities for the CTBT, which President Obama identified as a cornerstone of his nonproliferation agenda but that opponents are determined once again to defeat.
