Ambassador Butler makes an intervention during the afternoon workshop co-sponsored by the Permanent Mission of Switzerland titled "Nuclear Weapons Convention or Framework of Agreements: Exploring Proposals for Nuclear Disarmament."

Dr. John Burroughs of the Lawyers Committee on Nuclear Policy makes an intervention at the Swiss Mission.

Ambassador James Goodby, one of the afternoon panelists, responds to Dr. Burroughs's question regarding his proposal for a framework of instruments.



After the workshop, Mr. Granoff talks with Ambassador Benno Laggne of the Swiss Ministry of Foreign Affairs, one of the afternoon's panelists who spoke about the application of international humanitarian law to nuclear weapons policy and use.



In the evening, the Permanent Mission of India hosted a reception to honor the work of GSI, EWI and CNS, as well as to honor visiting Member of Parliament Mr. Mani Shankar Aiyar, who presented the report of the Prime Minister's Advisory Group to Revitalize the Rajiv Gandhi Action Plan for Disarmament.
