Director: Ambassador Robert T. Grey, Jr. was former US Representative to the Conference on Disarmament. Prior to heading the US delegation, Ambassador Grey led the State Department UN Reform Team. He was Counselor for Political Affairs for the US Mission to the UN in New York from 1989 to 1994, and acting Deputy Director of the Arms Control and Disarmament Agency from 1981 to 1983. Before holding these posts, Ambassador Grey was the Political-Military Affairs Bureau's Deputy Office Director in the Office of Military Sales and Assistance and the Executive Assistant to the Undersecretary of State for Political Affairs. Chair: Ambassador Thomas Graham, Jr., served as a senior U.S. diplomat involved in the negotiation of every major international arms control and non-proliferation agreement for the past 30 years, including The Strategic Arms Limitations Talks (SALT) Treaties, The Strategic Arms Reduction Talks (START) Treaties, The Anti-Ballistic Missile (ABM) Treaty, Intermediate Nuclear Force (INF) Treaty, Nuclear Non-Proliferation Treaty (NPT), Conventional Armed Forces in Europe (CFE) Treaty, and Comprehensive Test Ban Treaty (CTBT).
Ambassador Graham served as special counsel in the Energy Practice of the law firm of Morgan Lewis, resident in the Washington, D.C. office, where he participated in the International Energy and Department of Energy practice areas. From 1994 until 1997, he served as the Special Representative of the President for Arms Control, Non-Proliferation, and Disarmament, appointed by President Clinton. He served for 15 years as the General Counsel of the U.S. Arms Control and Disarmament Agency (ACDA).
Gloria Duffy
served as U.S. Deputy Assistant Secretary of Defense and Special Coordinator for Cooperative Threat Reduction in the Clinton administration. She is currently President and CEO of The Commonwealth Club of California, the nation's largest and oldest public affairs forum. Dr. Duffy also serves as Chair of the Board of the U.S. Civilian Research and Development Foundation. She is the author/editor of two books, International Arms Control Issues and Agreements (Stanford University Press, 1983) and Compliance and the Future of Arms Control (Ballinger, 1987) and many articles in scholarly journals and the popular press. In prior years, Dr. Duffy served as the first Executive Director of Ploughshares Fund, Assistant Director of the Arms Control Association, editor of Arms Control Today, and as a resident consultant at the RAND Corporation.
Ambassador James Goodby,
former Ambassador to Finland, served as Vice Chairman of the U.S. Delegation to the Strategic Nuclear Arms Negotiations with the U.S.S.R. Ambassador Goodby also served as Chief of the U.S. Delegation to the Conference on Disarmament, and Chief U.S. Negotiator for the Safe and Secure Dismantlement of Nuclear Weapons. In addition, he was Principal Deputy Assistant Secretary of State for Politico-Military Affairs and Deputy Assistant Secretary of State for European Affairs. Ambassador Goodby is currently a Senior Research Fellow, M.I.T. and Senior Fellow, (nonresident), The Brookings Institution. He has taught at Carnegie Mellon, Stanford and Georgetown and is the author of Europe Undivided, a book on U.S.-Russian relations.
Rose Gottemoelleris Director of Carnegie Moscow Center. Formerly, Gottemoeller served as a senior associate at the Carnegie Endowment, where she held a joint appointment with the Russian and Eurasian Program and the Global Policy Program. In addition Ms. Gottemoeller served as Deputy Undersecretary for Defense and Nuclear Nonproliferation in the U.S. Department of Energy and Deputy Director of the International Institute for Strategic Studies in London. From 1993 to 1994, she served on the National Security Council in the White House as director for Russia, Ukraine, and Eurasia Affairs . Jonathan Granoff, President of the Global Security Institute, is also Co-Chair of the Blue Ribbon Task Force on Nuclear Nonproliferation and Senior Advisor to National Security Committee of the International Law Section of the American Bar Association. He serves on numerous governing and advisory boards including the Global Dialogue Institute, Middle Powers Initiative, Jane Goodall Institute, and the Bipartisan Security Group. Mr. Granoff is both a Member of the World Wisdom Council and a Fellow of the World Academy of Arts and Sciences, and has represented the International Peace Bureau at the Nobel Peace Laureate Summits in Rome every year since 2002. He received his Baccalaureate degree, Cum Laude, from Vassar College and Juris Doctorate from Rutgers University School of Law.
John Holum served as Undersecretary of State for Arms Control and International Security; Senior Advisor to President Clinton; Secretary of State for Arms Control, Nonproliferation and Disarmament; and as Director of the Arms Control and Disarmament Agency.
Barry Kellman
is Professor of International Law at DePaul University College of Law and Co-Director of the International Criminal Justice and Weapons Control Center. He has been a consultant to the U.S. Department of Defense Special Weapons Agency, the Organization for the Prevention of Chemical Weapons, the U.S. Department of Energy, and the U.S. Department of Commerce. Mr. Kellman has published many books and articles on legal issues relevant to controlling biological weapons.
Professor David Koplow,
former Deputy General Counsel of the Department of Defense, teaches International Law and National Security, Arms Control and Non-proliferation at Georgetown University. Prof. Koplow also served as special assistant to the Director of the U.S. Arms Control and Disarmament Agency and Secretary of the Lawyers Alliance for World Security.
John Rhinelander is Senior Counsel at Shaw Pittman LLP and Vice Chairman of the Lawyers Alliance for World Security (LAWS). He previously served in six departments and agencies of the federal government, including as General Counsel of the Department of Health, Education and Welfare.
Suzanne Spaulding is a Managing Director at The Harbour Group, LLC. Previously she was Executive Director of the National Commission on Terrorism, and the Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction. She also served as General Counsel of the Senate Intelligence Committee, Assistant General Counsel of the CIA, and Minority Staff Director for the U.S. House of Representatives Permanent Select Committee on Intelligence . Ms. Spaulding also chaired the American Bar Association's Standing Committee on Law and National Security.
